Can I use a 9AB2C1B in place of a 4AB3C1B? The ohms are slightly different and not sure if that will matter.

Yes, this a common upgrade and you should be fine. As a rule of thumb, as long as the second and third character match they are compatible.

does the tank come with mounting hardware and/or washers?
