Do the two tip terminals connect to the tip on the jack or is one actually connecting to a ring?

The S-H522 is a mono jack. It actually has two tip springs, one tip spring has a normally closed "shunt" terminal that closes against the tip terminal when nothing is plugged into the jack. The other tip terminal does not have a switching function involved. It's kind of an unusual design which allows you to choose whether you want to connect the jack for shorting or non-shorting.
The S-H523 is the stereo version. it has one tip spring and one ring spring with both tip and spring having their own normally closed shunt terminals.
