This is an input jack that is used to prevent external noise when you plug a guitar cable into it.

It is hard to say if the jack is broken. Often extension cab will have a "switched" jack. Basically when you have a 1/4" jack plugged in the circuit is complete and functional. When no jack is plugged in, the circuit is incomplete and does not function.

These are insulated jacks.

If your application calls for switched jacks like these they should work fine for speaker connections.

The plug breaks the switch connections when inserted.
